In order to get up there shows in step 1 you need to activate the device nearby, after you have activated the device the water level will increase.

After the conversation you will need to defeat all the slime again to open the door shows in step 3.
Next to go through the laser you can either use Sprint or wait until the ruin guard block the laser shows in step 4, after you have go through fly to the opposite shows in step 5 repeat the step until you reach the end.
After you have go through all the laze, to open the door you need to aim for the device on top shows in step 6.

After you have complete the domain, return to northland bank, after the conversation quest Defender of Childhood Dreams completed.
